I have the honour to recommend for your
favourable consideration a proposal, which has received
the approval of my Executive Council and of the Finance
Committee of the Legislative Council, to create a new
post of Supervisor and Training Officer, Medical
(Civilian) Defence Scheme.
2.
The chief duties of this officer would be to
recruit and train all additional personnel required for
the collection, transport, evacuation and first-aid
treatment of civilian casualties resulting from
hostilities. This personnel includes stretcher bearers, first-aid parties and the sisters, nurses, dressers,
dispensers, clerks, drivers, etc., necessary to man first-aid posts, casualty clearing and relief hospitals,
mobile first-aid units, ambulances and lorries. He
would also advise on the allocation of personnel to the various medical centres and organise field exercises for the various branches of the medical organization. He would be responsible for the distribution and replacement of personnel and equipment in time of war and would act generally as Staff Officer to the Director of Medical
Services and as liaison officer with the Air Raid
